8. This is page 31 of the National Labor Relations Act explaining JOB ASSIGNMENTS. This portion of the National Labor Relations Act allows general contractors to "assign" jurisdiction that is often in conflict with the jurisdictional agreements between the building and construction trade unions. Nevertheless, it is the law and must be followed. As a result many union trades have given up work assignments that are considered part of their jurisdiction due to job assignments written by general contractors. When this occurs trades will often try to educate the general contractor regarding jurisdiction and then they simply move on. Here is the preamble to the Act:"Congress enacted the National Labor Relations Act ("NLRA") in 1935 to protect the rights of employees and employers, to encourage collective bargaining, and to curtail certain private sector labor and management practices, which can harm the general welfare of workers, businesses and the U.S. economy.

9. Policy memorandum from St Louis City Deputy Building Commissioner Frank Oswald. A very simple, common sense interpretation of the City Ordinance - Plug in shades do not require an electrical license - hard-wired shades require an electrical license.
10. Two days after the Stop Work Order is posted by St. Louis City Inspector John Peek, Terry Nelson invites the Independent Electrical Contractors (a non-union entity) to a meeting at your union hall! He adds the IEC label ABOVE the CDC UNION LABEL! Please continue to pay close attention to the dates of these documents.

On November 15, 2007 - one day after his scheduled meeting with the Independent Electrical Contractors and other non-union entities in St. Louis, Terry Nelson formally abrogates all jurisdictional agreements with International Brotherhood of Electrical Workers Local 1. At about the same time, he cancel his memberships subscription to the St Louis Labor Tribune causing untold financial hardship on a newspaper whose sole purpose is solidarity and justice for working men and women in St. Louis. 12. International Brotherhood of Electrical Workers Local 1 Business Manager Stephen P. Schoemehl responds to Terry Nelson's letter abrogating jurisdiction agreements. This is just one of many examples as to why members of IBEW Local 1 admire Business Manager Steve Schoemehl. Even after one of the most egregious moves in the history of the Labor Movement in St. Louis, he responds saying that he will continue to respect the jurisdiction of the union carpenter.
13. What did Terry actually abrogate? Thirty plus pages of agreements with the IBEW in St. Louis that have stood the test of time for over 50 years. Here is a copy of our oldest agreement.
14. Terry Nelson, with the approval of his International office has chartered a new electrical union and used a single jurisdictional dispute to justify his actions. Then WHY is he still fighting with the St. Louis County inspectors over electric shades? You have your union - you have your electricians - why are you still paying attorneys to fight city hall? It is our opinion that Terry Nelson has a vendetta with the IBEW in St Louis and would rather wreck the CDC then see IBEW Local 1 succeed. We believe that Terry Nelson cares more about his injured ego than he does about protecting union carpenters in St Louis.

16. Resolution 70 passed by voice vote during the AFL-CIO convention on September 16, 2009. Try to imagine how severe carpenter tactics had to become for the AFL-CIO to take such an extreme measure.

While everyone waited with hope for the United Brotherhood of Carpenters and Joiners of America to re-affiliate with the AFL-CIO General President Douglas McCarron's formal response to Resolution 70 indicates his myopic view regarding union representation, collective bargaining, and solidarity. Please pay close attention to paragraph 6. What GP McCarron claims to be against is EXACTLY what Terry Nelson is doing in St. Louis.
